If you're not on a network, then check your firewall settings.
Windows XP will sometimes have your Port 21 blocked. To find out, go to the control panel and double click "network connections" and select your internet connection (usually "Local Area Connection") and double click.
Select the "Advanced" tab and select the firewall "Settings" button. If the Firewall settings are set to "On" then select the "Advanced" tab, click "Settings" button and check the "FTP Server" checkbox. This will allow port 21 traffic on your computer.
If you're using a third party firewall such as Zone Alarm, Bit Defender, McAfee, etc. then allow port 21 traffic according to the application's directions, or just temporarily disable it.
If you prefer to use your own FTP client to upload your re-direct page, you can find your cloaked pages in the C:Program FilesKeiferSoftAmazingCloaker folder, assuming you installed the application with the default path.
Another possibility is that your web host has your website inside a public folder such as "public" or "httpdocs". You would then, for example, type your public folder name in the public box next to the FTP address.
The entire row would look something like this: yoursite.com / httpdocs. Some web hosts that allow multiple domains to be included under one hosting account will create a subfolder with the same name as your domain.
In this case, your entire FTP entry would look like this: yoursite.com / yoursite.com
In this example, Dreamhost.com created a "public folder" named after your domain name, ie- yoursite.com
